Dr. Jeffrey Sharkey
Dr. Jeffrey Sharkey is Managing Partner of the firm with over 25 years of lobbying experience in addition to 6 years of employment at senior positions in the Executive and Legislative branches of Florida Government. His lobbying expertise includes advanced technologies, education, intermodal transportation, economic development, insurance, entertainment, local government infrastructure funding, growth management, public finance, and ad valorem taxation.
Dr. Sharkey is widely known for his extensive knowledge of the legislative process, in particular the finance and tax and appropriations processes. With over two decades of government relations, public affairs and business consulting under his belt, he has built a network of trusted relationships throughout the highest levels of state government. His entrepreneurial approach to problem solving, high ethical standards and strong commitment to professionalism, coupled with his creative approach to problem solving and dedication to keeping his client’s interests at the forefront of the firm’s activities, have made him one of the most highly regarded lobbyist in Florida. He and the professionals in his firm believe that accomplishing client’s goals is the result of detailed research, strategic planning, clear communication, hard work and unrelenting determination to succeed.
In addition, Dr. Sharkey has been actively involved in statewide issue campaigns for over twenty years, providing him rare insight into the politics and an ability to shape successful community development projects. He has been successful in creating, mobilizing and evaluating public policy issues and trends to position his clients to prepare and take advantage of new challenges and opportunities occurring in the arenas of state and local governments. He is ultimately familiar with the dynamics that are created when local, state and national politics intersect with the desire to shape public policy in the local, Legislative or Executive branches of government.
Dr. Sharkey has held a variety of positions in state government prior to launching his public policy advocacy career. He has been Director of International Education for the State of Florida, Special Advisor to the Governor for International Affairs, and Director of the Florida Hemispheric Policy Studies Center. He began his professional career as a teacher and school administrator and has worked in England, Thailand, Latin America and in other parts of the world as a consultant for various international agencies.
In addition, Dr. Sharkey is an entreprenuer and owns a number of successful businesses. He is native of Minnesota, he holds a B.S. degree in English, a M.Ed. in Educational Research from the University of MN, a M.S. in Sociology and Economics and a Ph.D. from Florida State University in Educational Policy Foundations and International Development.
Taylor Patrick Biehl
Taylor Patrick Biehl is the Legislative Programs Director for the Capitol Alliance Group. Born in Rhode Island and raised in Brevard County, Mr. Biehl received his Bachelor of Arts in Political Science from the University of Florida. After graduation, he served as the Special Projects Coordinator to Public Concepts, LLC, conducting detailed analysis of precincts and voter trends, assisting in the development of political messages, and assisting on the successful campaign of Ronda Storms for State Senator. Mr. Biehl has served as the Special Assistant to State Senator Mike Haridopolos and afterward served as the Director of Governmental Affairs for the Florida Alcohol and Drug Abuse Association where he led a successful lobbying campaign implementing the association’s agenda.
Upon becoming President of the Senate, Mike Haridopolos tapped Mr. Biehl to assist with policy and constituent issues. Subsequently, Taylor Patrick joined the Senate Community Affairs Committee, where he served as an analyst. With 10 years of direct legislative experience with major appropriations issues and a concentrated focus on local governance, property taxation, and agency regulation issues, he has proven himself to be a tireless advocate for client’s interest. In addition to legislative issues management, he has developed excellent relations with the state agency management leadership and interfaces regularly with the agency Secretaries to ensure that clients have access to top decision makers. Mr. Biehl is responsible for mobilizing legislation and communicating with legislators and agency representatives on the needs of the clients. Taylor Patrick also fundraises for both incumbent and unelected political candidates throughout the State of Florida. In 2015, he was named to a list of the Top 30 Rising Stars in Florida politics. Taylor Patrick’s public and private sector experience make him well qualified to represent clients on a wide variety of issues and provide expert analysis.
Joseph H. Arnall
Joe Arnall is a Senior Partner with the Capitol Alliance Group. Mr. Arnall served as a member of the Florida Legislature from 1988-2000. From 1998-2000, he served as Chairman of the Rules and Calendar Committee, generally considered second in power to the Speaker of the House. He also served on the General Government Appropriations Committee, the Procedural Council, and as Chairman of the Utilities and Communications Committee. Other committees he served on during his term in the Legislature include the Insurance Committee, Health Care Services Committee, Community Affairs Committee and Finance and Taxation Committee. He was appointed by the Speaker of the Florida House of Representatives to serve on the Enterprise Florida Workforce Development Board and the Public Service Commission Nominating Council of Florida.
Legislative highlights of his career begin when he was first elected to the Florida House of Representatives in 1988, serving as a Republican Whip from 1988-92 and Chaired the Republican Response Team from 1992-93. He received the Florida Retail Grocers Association “Legislator of the Year” award in 1989 and the Jacksonville Board of Realtors named him “Legislator of the Year” in 1991. Mr. Arnall was awarded the “Most Effective First Term Republican” in 1990 and received the “Friends of the Family” Award in 1994.
The Jacksonville Association of Life Underwriters honored him with the “Outstanding Community Service” award for 1995. The Florida Insurance Council awarded him with the first Harry G. Landrum award for “Legislator of the Year” in 1996. The Florida Association of REALTORS named him Legislator of the Year for 1997. He received the City of Jacksonville’s 1998 Protector of the Home Rule Award, the 1998 Representative of the Year Award from the Florida Association of Life Underwriters, the National Federation of Independent Business’ 1997/98 Guardian of Small Business Award, and the Florida Sheriffs’ Association’s Legislator Award for 1998 and 1999. The Miami Herald ranked Mr. Arnall #4 out of 120 of the State’s Most Effective Lawmakers in 1999 and 2000. This is the 4th consecutive year he was ranked in the top 10.
In 2005 he was elected Chairman of the Board of Trustees of Southeastern Legal Foundation. He was President and co-founder of the First Coast Family and Housing Foundation, Inc. He was appointed to the UNF-Center for Local Government Advisory Council, 1994-96, and to the Board of Trustees, Children’s Crisis Center, Inc. for 1995-96. He is a past Co-Chairman of the St. Johns River Celebration. He served in 1993-94 as Chairman of the Duval County Legislative Delegation and served as Chairman of the St. Johns County Legislative Delegation for 1994-95 and 1998-99.
Mr. Arnall was educated at The Citadel, 1965-67 and graduated from the University of the South with a B.A. in 1969, where he was a member of the Kappa Alpha Order Fraternity. He has three daughters: Leslie, Alice and Joanne, and four grandchildren; his religious affiliation is Episcopal; and his uncle, Ellis Arnall, served as the Governor of Georgia from 1943-1947.
